well they probably could but I haven't seen any attempts to try. There was a few places during the mid terms that wouldn't certify the winner so it went to the courts...that's their plan...and we know who stacked most of the courts with R judges,,,with the electoral college they only need to do this is a few key states like Georgia,,,
