don't know about a migration but we saw hundreds of mantas on a boat dive off of Palancar reef in Cozumel. Almost hypnotic watching them swim overhead. We used to go to Cuzumel every 5-6 weeks back before the cruise boats started showing up and it got so touristy. 4-5 days of boat dives in the morning, beach dive late in the day and drinking all night. Weirdest thing we ever saw was off of Chankanaab lagoon. Shallow dive less than 40 feet. Swam out about 40-50 yards and in the break between 2 small reefs were thousands of starfish lined up in the sand. I swear, it was like someone had placed them in the sand. Rows upon rows of them, perfectly aligned, each row of 20-30 starfish. Strangest shit I ever saw. The one thing I miss about moving from Texas was losing all of my dive buddies. I loved diving.
